Over 2.5 million properties in England and Wales are already at risk from flooding from rivers and the sea. The Environment Agency confirms that changes in our climate, such as more severe storms and wetter winters, will increase that risk.
The comprehensive Pitt Review was produced following severe following in the UK during 2007 when 55,000 properties were affected and insurance companies were expected to pay out £3 billion. The review contained 92 recommendations including:
- Building regulations should be revised to ensure that all new or refurbished buildings in high flood-risk areas are flood resistant or resilient
- All local authorities should extend eligibility for home improvement grants and loans to include flood resistance and resilience products for properties in high flood-risk areas
- Local authorities, in discharging their responsibilities under the Civil Contingencies Act 2004 to promote business continuity, should encourage the take-up of property flood resistance and resilience by businesses

The following are outline general guidance specifications. They can and should be tailored to individual properties and projects before carrying out flood resilience/remediation works.

It gives guidance on initial post flood remediation and offers a suitable reinstatement programme to minimise the time delay before reoccupation an use of the property following a flooding episode.
Also highlighted in this specification is reference to improving the flood resilience at the property at the same time as carrying out the reinstatement works.

2. Flood Resilience in existing buildings
This data pack relates to measures required to improve the flood resilience of existing properties within areas deemed at risk from flooding. The outline specification set out is for the minimum measures required where properties are in areas at risk of flooding.

3. Flood Resilience in new buildings
This outline specification relates to measures required to improv the flood resilience of new build properties within areas at risk of flooding. It should be noted that each property or design of properties will vary according to the house builder or developer and it is advised that specific detailing may be required to each project based on the details enclosed within this outline specification. A full assessment of the site and its risk of flooding should be taken prior to designing and building of new properties, along with further guidance from relevant agencies and documents such as CIRIA C624 - Development and flood risk - Guidance for the construction industry.
